ABINGDON, Va. ? A second man has been charged in the Halloween fire that destroyed the historic High Knob Observation Tower.
A federal grand jury has indicted Christopher Hyatt and Nicholas Owens, who was originally charged more than two weeks ago.
Both men are charged with arson on federal property and making false statements to federal authorities.
Owens, 22, was scheduled for a preliminary hearing this morning, but it wasn't held due to the indictment. He was a probationary member of the Coeburn Fire Department, which battled the blaze.
Authorities said earlier that about 90 minutes before the fire, Owens told Norton police officers it would be "wild or crazy" if someone burned the tower.
